OHW is operating since 2007 in the country with active membership with the national clusters and international donor agencies in Afghanistan including SWABAC, ACBAR, AICS, BAAG, AWN and most of the national and international Clusters operates based in Afghanistan.

Monitoring &Evaluation and Learning Officer, under supervision of M&E Coordinator, will be responsible for the development and management of the M&E framework and will oversee all monitoring, evaluation and learning activities, M&E and Learning Officer is responsible for supporting the overall coordination of the monitoring, evaluation and learning aspects of the Project .work closely with Program Department and program teams to ensure that the M&E systems are in place and on track to collect and analyze the qualitative and quantitative information on performance indicators. The M&E and Learning Officer and will work closely with the Consortium partners to maintain quality assurances of data collected and will facilitate staff’s understanding of data collected to learn to be able to inform programmatic decisions. He/She will also contribute to the design of the program’s annual work plans and mandatory donor reporting. The following is executive role and responsibilities: Specific Responsibility M&E Planning Setting up qualitative and quantitative indicators in participatory process in line with project plan and program milestone. To develop M&E Methodologies, checklist and tools for collecting data and organize data properly. Program Monitoring Monitor the community group and center based activities and provide feedback. Collect case studies, lessons learnt and identify challenges for result based monitoring. Identify gaps in the program implementation and report to the line manager. Analysis and Verification Analysis of data to assess the set indicators. Verification of the validity of data received from field level. Capacity Building Provide technical support and facilitation for the capacity development of project staffs and stakeholders on monitoring and evaluation. Research Activity Develop tools for mapping. Prepare study concept notes Assist to design empirical studies of evaluation Reporting and Documentation Ensure quality of the reports and documents Develop reporting formats Ensure the process documentation of organization and projects. Document best practices and lessons learned. Prepare quality case studies and success stories by following standard formats Prepare Evaluation and Monitoring Reports Others Assist in the development of project plan in line with the practical lessons learned through monitoring and evaluation. Support PM/PC as required in project related activities. Contribute to the preparation of events and progress reports. Any other duties that may be assigned by the management of organizations. Duties and Responsibilities The Monitoring and Evaluation Learning Officer will have the following duties and responsibilities: Develop and strengthen monitoring, inspection and evaluation procedures. Monitor all project activities, expenditures and progress towards achieving the project output; Recommend further improvement of the logical frame work; Develop monitoring and impact indicator for the project success; Monitor and evaluate overall progress on achievement of results; Monitor the sustainability of the project's results; Provide feedback to the provincial Manager, Program Manager on project strategies and activities; Suggest strategies to the Project Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks; Report monthly, quarterly, half-yearly and annual progress on all project activities to the program Manager; Conduct capacity assessment on existing monitoring and evaluation system Develop indicators and a monitoring strategy for the project; Provide inputs, information and statistics for quarterly, annual and other reports to program Management Team of OHW; Participate in annual project reviews and planning workshops and assist the program Manager in preparing relevant reports; Support monitoring and evaluation of the effects and impact of the project; Assist in coordinating across the available components of the Project to ensure effective implementation of M&E/MIS; Assist the project personnel with M&E tools and in supporting them in their use. Perform other duties as required; Measurable Outputs and Performance Indicators Assist the project manager and program Manager in preparing other relevant reports; Organize and conduct training on M&E for project staff in OHW. Assist project manager and program Manager in the preparation of reports on the findings and lessons learned from project innovations; Provide input and update information related to project outcome to OHW main office and Donors; Assist project manager and program Manager in preparing monthly and quarterly reports on project progress based on project activities; Prepare Issues Log and Risk Log for the project; Develop M&E system for the Project. Prepare and maintain data base Lead the design and implementation of M&E performance plan and tools for baseline and mid-term assessments, ongoing monitoring, research and learning activities. Develop and oversee the implementations of OHW program-wide mechanisms to measure analyze and report progress on set indicators while ensuring the timely adjustment of program indicators and activities as needed. Identify and report anticipated changes to output indicators, milestones, targets and activities of project and to ensure timely consultation with the Partner/donor. Contribute to the design of the evaluation framework by working closely OHW program team. Ensure high quality M&E reports to contribute to mandatory donor reporting. Identify opportunities for sharing learning and document lessons learned good practices and stories of change in relation to improving learning. Conduct routine monitoring visits to field sites to ensure high quality implementation of the Programs. شرایط استخدام:Qualifications
Education: Bachelor Degree preferably in Social Science, Statistics, Economics or related field, Master Degree will be preferred. Experience: At least 5 years of experience in the design and implementation of M&E in development projects implemented by national/international NGOs/UN bodies/ Government; Experience in designing tools and strategies for data collection, analysis and production of reports; Proven M&E skills, especially in the development of tools for projects; Expertise in analyzing data using statistical software; Strong training & facilitation skills. Language Requirements: Fluency in written and spoken Pashto, Dari and English.
