~~~~~Medical Refresher Courses for Afghans (MRCA) is a non-religious and independent French Non-Governmental Organization (NGO) founded in Paris in 1986. MRCA began the implementation of health projects in Afghanistan in 1993, in collaboration with the Afghan Ministry of Health (MoPH) and with the aim to help facilitating national health services and capacity building through staff training. MRCA’s overall mission is to contribute to the reduction of mortality and morbidity in Afghanistan, through the development of a strong and quality health care system which is accessible to all and through staff capacity building with relevant and effective training. A strategic emphasis has been developed on health facilities management, improved ability of hard-to-reach populations to access health services alongside national health care services capacity building through training for basic health care staff and health workers.

Over all responsibilities The Mental Health, Disability and Gender Officer is responsible for overall planning, implementation, supervision, monitoring, follow-up and evaluation of mental health, disability and gender programs in all health facilities managed by MRCA. He/she implements capacity building activities of CHWs, the health facility staff and sub-office staff on gender, mental health, and disability. He or she will be the organization focal point on mental health/ disability and gender issues at MoPH and other areas as required. The Mental Health/Disability and Gender Officer will report to Deputy Project Manager. Specific Responsibilities in Disability: • Develop understanding, awareness and reporting of rehabilitation and disability services from the project sites. • Ensure appropriate interventions relating to disability within the health services (awareness session, referral system, availability of material, etc.). • Conduct Training needs assessment, prepare training plans, curricula and teaching materials for different categories of health staff on disability. • Provide on the job training to the health facility staff on mental health and disability issues and make sure the skills are acquired and practice. Specific Responsibilities in Mental Health: • Develop understanding, awareness and reporting of mental health according to the Basic Package of Health Services (BPHS). • Liaise with mental health taskforces and ensure a good coordination of activities between MRCA, PPHD, IPSO and other stakeholders. • Take active part in training and on-the-job training of health facility staff on mental health. • Ensure appropriate interventions relating to mental health within the health services. • Ensure that there is a proper reporting system is in place from psychosocial nurses to head of health facilities. • Collect monthly statistics report from psychosocial nurses and compile them with the existing statistics of MRCA sub office. Specific Responsibilities in Gender: • Develop understanding and commitment to integrate gender equality in programmes and in operations. • Work closely and coordinate on regular basis with the health workers and CHWs to ensure that specific needs of women are being met and the key gender issues/concerns are being addressed in health facilities. • Create tools to collect information on gender issues. • Collect all the information on gender on regular basis and share it along with required recommendations to make the programme planning, budgeting and implementation more gender responsive and sensitive. • Attend relevant meetings for the purpose of networking and alliance building with MoPH, MoWA, other NGOs at the provincial level and sharing of information and outcome of the meetings with the project manager. • Identify and communicate to the project manager the capacity building needs of the relevant team members on gender concepts and tools. 60-70% of his time should be spent in supervision visits to the HFs REPORTING -To provide to BPHS Deputy Project Manager monthly action plans and monthly reports.

شرایط استخدام:Qualifications
Medical Doctor having MD diploma. Experience: • Minimum of 3 years work experience in disability and physical rehabilitation in community and development experience highly desirable. • Experience in planning, monitoring, supervision and training. • Good understanding of the mental health and disability services provided in BPHS. • Experience in mental health, disability and Gender. • Training on gender issues by an INGO, donors, etc. is a plus Competencies: • Ability to work independently • Good communication skills • Language skills: Fluent in written and spoken Pashto/Dari and English • Computer skills (Word, Excel, PowerPoint) • Understanding of budget design and monitoring is highly desirable
