The Ministry of Finance (MoF) is specifically responsible for the management and execution of the budget, collection of taxes, organization and control of public expenditure and payments to the government and finally the management of Customs. Every government has to know the status of its revenues and expenditures, the management of its financial resources and to allocate them effectively. The major portion of the Afghan budget is financed by international assistance. The Ministry of Finance as the responsible body for public finance and expenditure is increasing step by step its influence on coordination and management of international financial assistance to Afghanistan, and convincing donors to channel more funds through the government treasury. For the past few years, the Ministry of Finance has been trying to regulate its activities according to international rules and regulations. To achieve this goal, the MoF established a Staff recruitment Section as well as a Policy Design and Execution Unit, and has continually embarked on training and capacity building of its staff. The aim of the MoF is to manage the financial affairs of the country through scientific economic principles so that Afghanistan becomes economically sustainable, secure and self-sufficient that is to ensure that public wealth is used in an accountable and transparent manner. Vision: A stable, financially secure and financially self-sufficient Afghanistan with a fiscally disciplined government and a Ministry that is accountable and responsive to the needs of its clients. Mission: To be an agent of change and the voice of expertise in the fiscal matters of the country and to ensure that international standards are met for procurement and financial management. As a central player in financial reform, the Ministry of Finance is working with the Central Bank of Afghanistan to ensure that the country's economic infrastructure is working properly. The MoF has the additional responsibility of realigning various functions to better support national development priorities. Goals: The MoF broad goals are to: 1. Mobilize revenue and manage Government finances 2. Support economic management and promote economic growth 3. Manage public wealth 4. Promote good governance 5. Best practice leader within the Afghan public sector
توضیحات مختصرJob Summary
The incumbent of this position is an integral member of the Minister of Finance office and is responsible to work closely with the Minister s office, Chief of staff on tasks related programs in consultation with Chief of staff in carrying out essential administrative affairs- in particular, to extend assistance on task prioritization, correspondence with internal departments through phone, email and / or in persons, to provide support with assignment of the Ministry delegates in internal official meetings when necessary. The person assigned will support through their expertise and efforts, the Office of the chief of Staff with daily activities to increase efficiency and efficacy. Job Description: Build and maintain effective relationship with a range of stakeholders, including relevant government agencies and implementing partners. Assist in designing and maintaining of database and management information systems for the office of H.E Ministry of Finance. With support and guidance from the Chief of Staff, practice peoples management tools and approaches that facilitate effective performance management. In collaboration with Chief of Staff, set annual performance objectives, work plans and conducts periodic performance appraisals, including personal development plans.

وظایف و مسئولیت هاDuties and Responsibilities
Responsibilities and duties include but are not limited to: Prepare action plan for Ministers Council resolution. Follow up on its implementation. Assist in the reform process at the Office the Chief of Staff. Be able to translate official letters assigned by the Chief of Staff. Prepare briefs for H.E Minister and Chief of Staff. Assist the chief of staff in the implementation of its 5yrs rolling plan. Assist the coordination unit with general administrative affairs particularly relating to technical aspect of the reform process. Support coordination unit at the office of the chief of staff with executive and daily clerical tasks. Liaise between the offices of the chief of staff Ministry eternal departments. Ensure proper follow-up of the tasks assigned by the office of the chief of staff and decisions taken by the Chief of Staff. Support office of the Chief Staff with various administrative tasks (disseminating correspondence, scheduling meetings and etc.). Provide administrative support to the legal Board when required. Ensure regular contact and effective communication with all relevant stakeholders. Flexibility to manage different tasks effectively and willingness to put in extra hours when required. Be prepared to compile reports, tables, charts etc. applying technical skill and knowledge in formatting and presentations. Assist with routine follow-up action on the implementation of the Minister’s Council resolutions. Establish and maintain a comprehensive filling system to capture all program related files and documents. As part of management and organization review, to identify immediate and medium-term capacity building priorities.
شرایط استخدام:Qualifications
Education: University degree in the Management, Business Administration. Be fluent in local languages and at least two international languages. Computer skills (MS office and PowerPoint, professional email writing). Work Experience: Experience working with Government of Afghanistan Ministries is highly desirable. More than 5 years’ experience in the relevant fields. Key Competencies: Demonstrates attention to detail, good organizational and planning skills. Possess good problem solving, decision making and negotiation skills. Good analytical skills and ability to understand complex subjects extract and communicate relevant information from data and documents. Extensive experience in and exposure to working in a complicated political, security and humanitarian environments. Diplomatic nature and extensive negotiation experience. Excellent interpersonal and communication skills. Be able to work in a multi-communication environment. Core Competences people skills: Ability to work independently and a team, demonstrate leadership and be able to support and train local staff. Communication Skills: well developed written and oral communication skills. Able to communicate clearly and sensitively with internal and external stakeholders as a representative of the organization. Integrity: work with trustworthiness and integrity and has a clear commitment to the organization’s core values and humanitarian principles. Resilience/Adaptability and flexibility: works and lives with a flexible, adaptable and resilient manner in line with the humanitarian nature of the organization’s core activities in Afghanistan. Strong communication and interpersonal skills with strong command of Dari and English languages.
