Background The National Unity Government’s (NUG) goal is to ensure that returnees and IDPs receive decent and humane treatment in line with their constitutional rights as citizens of Afghanistan that will enable them to become productive and well-integrated members of their community. The basic framework for returnees’ and IDPs’ sustainable integration follows three overall stages, while long-term actions need to be planned in parallel to the humanitarian intervention. In the first, humanitarian stage, consideration must be given to issues such as the proper identification of returnees and IDPs, the assessment of their needs and intentions and the determination of their entitlements, initially as a provision of emergency support. In the second stage, when returnees and IDPs join existing or new communities or return to their places of origin, efforts must be made to receive them and so planning must encompass host areas and offset the burden on local services.

Terms of Reference Key Tasks Support the Council and Migration Executive Committee in translating strategic decisions into programme priorities through technical advice and analysis in areas of Internally Displaced Persons (IDPs) Provide support in defining responsibilities of the Government by identifying technical requirements to allow for implementation of programmes. Oversee and streamline coordination and implementation processes throughout all the bodies of the Council and report on progress to the Migration Executive Committee. Address operational and administrative obstacles and ensure linkages with existing government coordination structures and program dealing with IDPs Facilitate cooperation across mandates among implementing line ministries, relevant government bodies and international agencies to ensure complementary, consistent, transparent and effective response to humanitarian needs, as well as sustainable interventions for long-term issues Ensure service delivery is driven by formulated response strategies, programmatic frameworks and agreed strategic priorities Engage with and advise members of the bodies of the Council in support of their operational activities through technical advice, analysis and on-the-job capacity-building, where required Support in the drafting of policy papers and information documents to enhance implementation of response actions at national and provincial level. Review the Policy Framework on Migration and develop highly technical programme priorities for the Executive Committee through technical advice and analysis on IDPs issues. Coordinate with the Ministry of Refugees and Repatriation (MoRR)/Returnees Directorate technically to ensure providing timely response to humanitarian needs in the short term, as well as durable solutions and sustainable interventions for long-term issues. Recommend procedural frameworks based on analysing the inputs of implementing line ministries, relevant government bodies and international agencies regarding the IDPs’ issues. Provide quality information about IDPs to the High Council of Migration, Council of Ministers Sub-committee on Migration, and the Displaced and Returnees Executive Committee (DiREC).

Formal Education: Advanced university degree in Law/International law, Political Science, Social Sciences, Economics, International Relations or related field. Professional Experience (field and minimum duration): Minimum 5-year relevant professional experience, of which 3 year field protection experience dealing with refugees, returnees, IDPs and displacement affected communities is desirable. Good knowledge of the international norms and principles relevant to the protection of and durable solutions for IDPs and returnees. Excellent knowledge of national policies relating to IDPs and returnees, including national development and priority plans and frameworks, including the Citizens’ Charter. Direct experience in developing and operationalizing national plans and strategies for IDP and returnee response, as well as durable solutions to displacement is preferred. Skills and abilities: Demonstrated ability to analyse, formulate sector and sub-sector policies, strategies and programs, and to prepare well written and researched policy documents Ability to work independently to meet critical and competing deadlines to produce high quality work in short timeframes Ability to work productively with others as part of a team Excellent speaking and writing skills in Dari, Pashto and English Key competencies: Analytical thinking: the ability to comprehend a situation by breaking it down into its components and identifying key or underlying issues. It implies the ability to systematically organize and compare the various aspects of a problem or situation, and determine cause-and-effect relationships to resolve problems in a sound, decisive manner, while ensuring the validity or accuracy of all information. Solid understanding of the political, economic and social landscape of Afghanistan Other experiences and skills (e.g. language, IT-skills, social and personal skills, etc.)
