Premiere Urgence - Aide Médicale Internationale is a Non-Governmental Organization, non-profit, apolitical and non-religious. Its entire staff is mobilized daily to cover the basic needs of civilian victims endangered, marginalized or excluded by the effects of natural disasters, wars and situations of economic collapse. PU-AMI is based in 22 countries in Africa, Asia, Middle East, Caucasus and Caribbean regions, and operates in the areas of food security, health, nutrition, rehabilitation of infrastructure, water and sanitation and economic recovery. In Afghanistan since 1981, PU-AMI’s teams currently work mainly on the implementation of Health Services for the population of Kunar and Nangarhar Provinces through the BPHS , ECHO, CHF and ERM projects.

General Conditions of Employment: The employee shall abide to this job description, his/her employment contract, PU-AMI Afghanistan National Staff Regulations together with its annexes and attachments, as well as any rules, regulations, internal policy that may be adopted by PU-AMI Afghanistan Under the responsibility of: Deputy Technical PM Supervision of: Medical focal points and Technical Officers for BPHS project In direct cooperation with: Field Cluster supervisors/CBHC/Pharmacy/Training section Responsibilities and particular assignments The Senior HMIS/M&E Officer is responsible for following up all the HMIS and M&E activities of BPHS project. He is responsible to ensure that project generates quality, consistent and accurate data at health facility level, and is reported to provincial and central level offices on time. He is the direct supervisor of BPHS technical officers, and will ensure that quality health services are provided in compliance with BPHS guideline, in collaboration with Deputy Technical PM. He is responsible to analyze data and reports submitted by health facilities and prepare HMIS feedback to health facilities, as well review the monitoring visit reports and BSC and other survey results and prepare action plan for the findings of these reports and results. He will assist with Deputy Technical PM is preparing monthly, Quarterly, end of project and other reports of the project. Objective 1: Ensure data collection, management, and analysis of HMIS data Activities/main duties • Ensure data collection for all BPHS components (HMIS indicators ,Nutrition, EPI ) • Adopt and follow up the M&E tools • Ensure the HMIS database is properly updated and maintained for BPHS project • Produce specific analysis based on the collected data, providing feedback to the health facilities to support the implementation of the project. • Centralize and archive data collection tools in BPHS project office • Tracking of project core indicators, updating the key project staff in case of any underachievement or delay. • Ensure the availability of HMIS tools in BPHS health facilities, and update them in according the needs • Prepare framework for monitoring and evaluation of projects. Objective 2: Maintain and Improve data storage and data reporting on regularly basis Activities/main duties • Centralize HMIS indicators data and M&E tools on a monthly basis and support the data entry in the insertion of data. • Prepare timely qualitative and quantitative ad-hoc reports for PU-AMI staff/ donors/ partners/clusters. • Provide accurate and on time information and reports to key project staff, central office and other stakeholders. Objective 3: Supervision, coordination and capacity building Activities/main duties • Ensure the consistency and accuracy of data with direct monitoring and supervision of the health facilities. • Field Visit and monitor services delivery points for quality services and ensuring the services are according the MOPH principles and guidelines. • Participate in coordination and representation in PPHD and other provincial stake holder meetings. • Participate in assessments, visits and meetings as requested. • Train project management team, cluster supervisor , medical focal points and health care providers in HMIS (forms, case definition , detections and collection of data). • On job training to the technical focal points whenever necessary (theoretical and practical) • To participate in medical meetings or workshops whenever required by the Medical Deputy Project Manager Objective 4: Reporting Activities/main duties • Prepare his monthly activity report and submit it to BPHS DPM and National M&E/HMIS Manager • Assist with PM and DPM is preparing monthly, quarterly, midterm, end of project and other adhoc report. • Ensure timely submission of HMIS, Nutrition, CHW, EPI, CDC and other databases to PU-AMI country office.

Qualifications/Requirements • MD degree from recognized university with at least 5 year experience in the Public Health (BPHS & EPHS Project ). • 2-5 years experience of health management information system (HMIS ) • Knowledge of MOPH policies and treatment protocol, BPHS & EPHS. • Good communication skills and team working capacity • Advanced Computer literacy especially in software base data generating report production
